Jim Vinarskai

Jim is responsible for implementing Coley’s business development strategies targeting federal, state and local government. Using his 35 years of experience in federal government and private industry, Jim helps develop new business strategies, identifies new opportunities, and develops teaming relationships.

Prior to joining Coley in 2001, Jim held a senior position at USAA’s Information Technology Company, ITCO, where he worked with ITCO leadership in promoting and integrating new technology enterprise-wide, which required business planning, marketing, and management studies and analysis. Prior to USAA, Jim held various leadership positions with the Department of the Air Force and Department of the Army where he developed experience in management, strategic and technology planning, engineering, technology transfer, business development, research and analysis, and marketing. Jim has had a progressively challenging and highly diversified career. He has held positions as an engineer, operations research analyst, technology and business planner, technology manager, business developer, and senior executive.

Mr. Vinarskai received his M.S. in Electrical Engineering in Bioengineering from the University of Nebraska and his B.S. in Electrical and Electronics Engineering from North Dakota State University.
