SDVOSB Sole Source
The Veterans Benefits Act of 2003 (Public Law 108-83) established a procurement program for Service-Disabled Veteran-Owned Small Business Concerns (SDVOSB).
FAR 19.1406 allows sole source awards to SDVOSB concern provided that:
- Only one SDVOSB can satisfy the requirement (Note: This does not mean the only source, but refers to the only "SDVOSB" available),
- The award will be less than $3 Million ($5.5 Million for manufacturing),
- The SDVOSB is a responsible contractor (i.e., the SDVOSB can perform the contract), and
- The price is reasonable.
To determine that only one SDVOSB can fulfill the contract, a contracting officer must documenting the unique characteristics of the firm.
